The Circuit Court of Cook County granted the City of Chicago and Rafeael Hernandez, Director of the Department of Construction and Permits a motion to dismiss plaintiff Yuriy Ropiy’s complaint for a writ of mandamus, requesting the defendants issue wrecking and building permits for his property.
